On October 8, 2025, an extraordinary session of the Odesa City Council took place, focusing on the issue of financial assistance for residents impacted by adverse weather.

The council members approved the allocation of additional funds to support individuals suffering from the effects of unusual weather events.

Changes were made to the City Target Program for providing social services, increasing the budget by 126.28 million UAH in 2025.

The funds will be directed to district administrations for disbursing financial aid to those affected by the emergency situation on September 30.

Amount of assistance:

• for apartments in multi-storey buildings — up to 87,600 UAH;
• for private houses — up to 189,900 UAH.
