The Ministry of Digital Transformation of Ukraine has announced a collaboration with ElevenLabs, a global leader in voice technology and artificial intelligence. This partnership aims to integrate voice interfaces into government services, as stated by Minister Mykhailo Fedorov during IT Arena 2025.
"The future belongs to proactive states. Ukraine is already moving towards a model where interaction with the government can be reduced to a single request or voice message. Partnering with ElevenLabs provides our digital services with a human voice, making them more accessible to everyone. We have proven our capacity for large-scale innovation, and this collaboration will accelerate the transition to a proactive government where artificial intelligence truly eases citizens' lives," Fedorov said.
ElevenLabs' voice technologies are currently used to voice the digital twin of Mykhailo Fedorov, which operates as a chatbot on Telegram. The twin recognizes voice messages and responds in the same format.
"Together with the Ministry of Digital Transformation of Ukraine, we are bringing a clear human voice to digital services, starting with the digital twin of Minister Fedorov, and later expanding this to the Diia platform and other tools. Our goal is simple: to make government services in Ukraine faster and more accessible for everyone," said Mati Stanishevsky, co-founder and CEO of ElevenLabs.
Voice technologies from ElevenLabs will also 'voice' other government services. Plans include integrating voice AI into the Diia portal and app, as well as implementing innovations in educational platforms, particularly using voice features in state educational applications.
Simultaneously, voice AI functions are planned to be implemented in the internal tools of the Ministry of Digital Transformation. Specifically, AI assistants are expected to be used for onboarding and HR team operations.
