New Regulations for Gambling in Ukraine

As of April 1, a new law prohibiting advertising and sponsorship of gambling has come into effect in Ukraine. Currently, only certain provisions of this law are in force.

According to the document, a new governing body for the gambling industry, "PlayCity," is being established today to replace the KRAIL, which will be fully dissolved. Controlled play and restrictions on access to illegal gaming websites and mobile applications are being introduced.

Gambling advertising is strictly prohibited, with a few exceptions:

  • on television and radio during nighttime (from 11 PM to 6 AM);
  • in media targeting individuals over 21 years old;
  • on platforms and search engines with an audience over 21 years old.

Sponsorship is banned, except for sponsorship in sports.

Offering free bonuses, involving military personnel, volunteers, and public figures in advertisements, and using military themes are also prohibited.

The law provides for blocking illegal websites, tightening requirements for organizers, and prohibiting licenses for individuals with tax debts. All gambling transactions must be conducted in cash through bank accounts.

Lotteries are also subject to most of the restrictions imposed on the gambling business. The law establishes requirements for the reputation of officials, tax debts, and restricts ties with aggressor countries.

Limits on spending and gaming duration, mandatory breaks, and "mystery shopping" during inspections with video recording are also defined. Accepting bets on credit is prohibited.

Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, with decisions from the National Security and Defense Council coming into effect on April 20, 2024.

The liquidation procedure of the Gambling and Lottery Regulation Commission will begin on April 1.
