On February 26, 2025, an important meeting was held at the Odessa City Hall, attended by leaders from the Department of Health, the Southern Interregional Department of the National Health Service of Ukraine (NHSU), and representatives from local medical facilities.
Denis Chorny, head of the Southern Interregional Department of NHSU, emphasized that Odessa region is one of the leaders in Ukraine in terms of submitted applications and contracts within the framework of the state medical guarantee program.
During the meeting, they discussed the current funding of the medical guarantees program, analyzed new service packages included in the program, and reviewed changes in the funding of existing directions. For instance, the basic tariff for primary healthcare services has been increased from UAH 786.65 to UAH 844.4. Special attention was given to patients who had not sought medical assistance for three years, along with an analysis by medical institutions.
New work algorithms and funding mechanisms for expert teams evaluating individual functionality, which replaced the Medical and Social Expert Commission (MSEC), were also discussed. The conversation highlighted mental health services at both inpatient and outpatient levels, as well as community services. New initiatives for expanded medical assistance to veterans and the extension of the government reimbursement program for medications called “Affordable Medicines” were presented.
«For three years, Ukraine has been enduring the hardships of a full-scale war, and throughout this time, funding from NHSU for medical services under the state medical guarantee program has been delivered consistently and on time. This has ensured the stable operation of the city’s healthcare system, provided patients with guaranteed volumes of quality medical care, and allowed for the continued development and modernization of medical facilities. We thank NHSU for their reliable partnership,» said Levon Nikoghosyan, director of the city’s Department of Health.
