The government has approved new regulations allowing operators and providers to reserve workers from construction teams for establishing resilient internet networks based on xPON technology. This will keep Ukrainians connected and allow critical enterprises to continue functioning smoothly.

Following consultations with operators and providers, the Ministry of Digital Transformation proposed amendments to resolution No. 76, which were approved by the government.

To reserve construction team workers, an enterprise must:

– be included in the list of critical enterprises involved in building xPON networks;

– have construction plans for xPON networks for at least the upcoming calendar year.

Mobile operators will also be able to reserve teams constructing energy-resistant networks on highways and national roads.

The reservation process for construction teams will be conducted through the Diia platform, similar to emergency recovery reservations. The Ministry of Digital Transformation will compile a list of these enterprises, and conditions for their inclusion are being worked out. If construction plans are not met, providers will be removed from the list, and the reservation will be canceled.

The main purposes of reserving specialists are:

– critical state institutions and enterprises will operate without delays or interruptions;

– another 1 million families will gain access to stable internet, allowing them to use government services, call emergency services, and stay in contact with loved ones;

– conditions for remote education for children will improve.

Building resilient telecommunication networks is not only about convenient internet access but also about national security. The enemy aims to disconnect us, so the state is doing everything possible to ensure connectivity remains stable. The development of energy-independent networks is a key aspect of the electronic communications development strategy until 2030.
