Digital Innovation at Odesa Sea Port: Unveiling DocPort

The Odesa Sea Port has launched a new digital platform called DocPort — an innovative solution for automating port processes, developed by the Administration of Sea Ports of Ukraine. Following successful implementation in the ports of Reni, Izmail, and Chornomorsk, the system is now available in one of the country’s main ports.

DocPort facilitates electronic document circulation among all participants in the logistics chain: administrations, operators, freight forwarders, carriers, and governmental bodies. This significantly reduces the time needed for processing vessels and cargo, minimizes paperwork, and increases operational transparency.

For businesses, the DocPort system provides a number of advantages:

  • saving between 1 to 6 hours on processing a single vessel;
  • accelerated processing of exit documents;
  • transparency through electronic signatures of responsible parties;
  • an increase in the port's throughput by 3-5% without additional infrastructure investments;
  • the possibility of connecting new participants via an open API.

Additionally, the platform includes queue management for entry, helping to eliminate congestion. DocPort also integrates with the «Single Window for International Trade» of the State Customs Service of Ukraine, allowing for a significant reduction in idle time for vessels without cargo operations.

The next phase of digital transformation will be the launch of the maritime module of DocPort at the Pivdennyi port in June-July 2025. This will enable electronic data exchange between maritime agents and shore services.

DocPort — a Ukrainian development created by the team at the Administration of Sea Ports of Ukraine. The system is provided to users free of charge and demonstrates how a government institution can create effective digital solutions for logistics development.
